- Virginia's 2nd congressional district: Republican Thelma Drake survived a bid from Democrat Phil Kellam by only 51.3% to 48.5% in 2006.[172] In 2004, Drake received 55% of the vote in this Virginia Beach-based district, which was won by George W. Bush with 57% to 42% for John Kerry in 2004. But in 2005 Democrat Tim Kaine won the district by 50% to 47% in his gubernatorial election.[173] In 2006 Drake may have been hurt by the downfall of Republican U.S. Senator George Allen, who narrowly lost to Democrat Jim Webb, an ex-Republican and former Navy Secretary under Ronald Reagan. Diplomat Glenn Nye will run as a Democrat. CQ Politics rates the seat "Republican favored". The Cook Political Report rates it "Likely Republican". The Democratic Congressional Campaign Committee (DCCC) names Drake a "targeted Republican".[174]
- Virginia's 10th congressional district: Republican incumbent Frank Wolf faces a June 10 primary challenge from Vern McKinley, who is to the right of Wolf on economic issues. In the Democratic primary on the same day, ret. Desert Storm veteran Colonel Michael Turner faces Judy Feder [175] In 2004 George W. Bush won 55% of this district, which covers Loudoun, Prince William and part of Fairfax counties, as well as Manassas. Wolf defeated Feder in 2006, 57%–41%. That year Democrat Webb won the district 50.0%–48.8% in his Senate race.[176] In 2005 Democrat Tim Kaine won the district by 50% to 46% in his gubernatorial race.[173] CQ Politics rates seat "safe Republican". The DCCC names Wolf a "targeted Republican".[174]
- Virginia's 11th congressional district: Incumbent Tom Davis (R) toppled one-term Democrat Leslie Byrne in 1994 and rarely faced serious opposition in intervening years. However, his district, located in the wealthy Northern Virginia suburbs of Washington, DC, has become increasingly Democratic over the years. Now it will definitely be a top Democratic target, given Davis's January 30, 2008, announcement that he will not seek re-election. George W. Bush barely won this district with 50% to 49% for John Kerry, which includes part of Fairfax and Prince William counties, in 2004. The Republican candidate is Keith Fimian, business magnate and former CPA, who has personal wealth that he could draw upon.[177] The Democrats will decide by primary on June 10 among Leslie L. Byrne, Gerald Connolly, Doug Denneny and Lori Alexander. Byrne is a former Congresswoman whom Davis unseated in 1994. Denneny is an Iraq War Veteran. Connolly is the Chairman of the Fairfax County Board of Supervisors. CQ Politics rates seat "no clear favorite". The Cook Political Report rates it a "toss up". The Rothenberg Political Report scores it "lean Democratic".
