- Tennessee's 1st congressional district: Incumbent David Davis won this stronghold Republican district in 2006 following the retirement of Bill Jenkins, first defeating Johnson City Mayor and physician Phil Roe in the Republican primary. Roe has announced he will challenge Davis in the primary again. In November, 2007, Davis made some statements to the Mountain Press about supporting amnesty for illegal immigrants rather than deporting them[167] which could have some backlash among conservatives. Bush won this district 68% to Kerry's 32% in 2004.
- Tennessee's 9th congressional district: Incumbent Steve Cohen, who is white, won a close primary in this heavily African American district which includes most of Memphis in 2006 when Harold Ford retired to run for Senate. The seat is safely Democratic but he faces a potenially tough primary challenge from Attorney Nikki Tinker who is African American. She narrowly lost to him in the primary in 2006.
